The All India Football Federation's new club-licensing framework forces every top-flight club to operate a residential academy and field a minimum number of U-23 minutes per match.

Promotion and relegation between the ISL and I-League — long promised, long delayed — is scheduled to take effect from the 2026-27 season.

For state federations this means clearer pathways: district leagues feeding state leagues, feeding the second division, feeding the top flight.
