The Karnataka government has announced a comprehensive policy framework specifically designed to encourage participation and excellence among female athletes. Recognizing the unique socio-economic barriers that women face in the sporting arena, the new policy introduces a revised cash-award scheme that offers higher financial incentives compared to general categories for specific international achievements. This move is intended to provide female athletes with the necessary capital to invest in advanced training, nutrition, and international exposure.
Under this new directive, the state will also establish dedicated residential academies for women across various disciplines, including athletics, wrestling, and hockey. These academies will be equipped with female-only support staff, including coaches, physiotherapists, and mental health professionals, to create a secure and conducive environment for growth. The government identifies that the lack of gender-specific infrastructure often leads to early dropouts among promising young girls, and this policy aims to curb that trend through targeted investments.
Furthermore, the policy mandates a percentage of the state's total sports budget to be exclusively utilized for women's grassroots programs. This includes the organizing of village and district-level tournaments to identify talent from marginalized communities. By providing kit allowances and travel subsidies directly to the athletes, the state minimizes the administrative leakage that often hinders the progress of grassroots talent. The administrative body will also monitor the implementation of these schemes through a dedicated oversight committee.
Capacity building for female coaches is another pillar of this reform. The state plans to provide scholarships for retired female athletes to pursue certification from the National Institute of Sports. By increasing the number of qualified women in leadership and coaching roles, the government hopes to create a sustainable cycle of mentorship. As these reforms take flight, Karnataka joins a small group of states that have institutionalized gender-specific sports governance at such a granular level.
