Overview
Central assistance for creating urban sports infrastructure and for supporting playing-field associations, with project ceilings based on CPWD/State PWD rates.
Key details
- Amount / benefit value
- Grant for creating urban sports infrastructure, sized on CPWD/State PWD schedule of rates against the scheme's indicative project costs: synthetic athletic track ₹5.50 crore (with normal Class II lighting), synthetic hockey field ₹4.50 crore (₹5.00 crore with normal lighting), synthetic-turf football ground ₹4.50 crore, and a 60m × 40m multipurpose indoor hall ₹6.00 crore. Separately, the scheme pays ₹50 lakh a year to each State and ₹25 lakh a year to each UT that sets up and runs a state-level playing-field association on NPFAI lines, and ₹2.5 crore a year to NPFAI at the national level.

Note: Proposals are examined by a Departmental Committee chaired by the Joint Secretary in charge of the scheme, with SAI officers as members, and the beneficiary signs an MoU with SAI (and registers with NPFAI where NPFAI assists the project). Projects are executed through CPWD, State PWD or a Central/State PSU. The scheme fixes no flat central-share percentage — grants are capped by the project ceilings above. Urban infrastructure funding is now largely taken forward through the Khelo India infrastructure vertical, so route new proposals through the state sports department.

Frequently asked questions
Who can apply?+
State Governments, local civic bodies, schools/colleges/universities under Central or State Governments, and Sports Control Boards. Applications use the format at Annexure 2 of the scheme.
What does the application have to promise?+
Access and sustainability commitments — free public access to informal play spaces, affordable pay-and-play for other facilities, availability of coaching, and linkages with local clubs, associations and business partners. PPP cross-subsidy models are permitted.
Can MPLADS funds be combined with this grant?+
Yes. Where an MP contributes from the MPLAD allocation, the scheme expects a contribution of at least 50% of the admissible USIS grant for that project, with the balance met from the USIS budget.
