Overview
DoPT instructions (OM No. 6/1/85-Estt.(Pay-I) of 16 July 1985 and later orders) give Central Government employees special casual leave, on-duty status with travel allowance, and special increments in personal pay for taking part in sporting events and for excellence in them. Tournaments conducted by recognised National Sports Federations and the National Games count as events of national importance. In October 2025 DoPT added the Ju-Jitsu Association of India (recognised by the Sports Ministry as a national sports federation on 29 July 2021) to its list of recognised federations for these incentives.

Eligibility
- ▸ Central Government civilian employees; the order does not apply to veteran events.
- ▸ Excellence is judged by finishing position: the first three positions where more than three individuals or teams take part, and only the winner where there are three or two; for medal sports with a final, gold, silver and bronze medal winners count.
- ▸ Events of national importance: national championships or tournaments conducted by recognised National Sports Federations in individual disciplines, the National Games conducted by the Indian Olympic Association, and tournaments of the Central Civil Services Sports Board. Events of international importance: events recognised by the international sports bodies in which participation was with the prior approval of the Department of Youth Affairs and Sports.
Benefits
- ✓ Special casual leave of up to 30 days in a calendar year for coaching or training camps (including NIS Patiala and similar all-India coaching schemes), pre-selection trials and camps, and coaching camps organised by recognised National Sports Federations or Sports Boards; up to 10 days in a calendar year for inter-ministerial and inter-departmental tournaments.
- ✓ Employees selected for sports events of national or international importance are treated as on duty for the days they participate and for travel, and a pre-participation coaching camp can also be treated as duty; travel allowance is admissible and the employee is entitled to DA as on tour.
- ✓ Special increments in the form of personal pay for excellence: one increment for a national event and two for international events, with a maximum of five in an entire career. The increments continue to be drawn at the same rate till retirement and do not count for pay fixation on promotion, retirement benefits, DA, CCA or HRA.
- ✓ Referees and umpires who excel at international level can get two advance increments per event within the same career limit of five; coaches, managers, masseurs and doctors can get the same facilities, and coaches of gold-medal-winning teams at the Asian Games, World Championship or Olympic Games can be considered for increments (not SAI coaches, and not coaches of individual events).
- ✓ Technical officials are not eligible for special increments, but they can get special casual leave of up to 30 days in a calendar year.
